简要规格描述或项目基本概况介绍、用途：本项目主要为康桥镇市容环卫保洁和设施养护管理，其中包括康桥镇镇管道路清扫养护36.413km（其中：人工清扫保洁道路养护18.654km，机扫机冲人工保洁道路养护17.759km）、康桥镇16座公共厕所的保洁、27座生活垃圾收集点（箱房）保洁、106356.09吨（预估）垃圾清运工作、口袋公园等绿地、河道护栏保洁的保洁工作、镇域内67只废物箱保洁工作、以及有害垃圾清运12次（预估）、无主垃圾应急清运3086.42m3（预估）、三重保障15000工时（预估）等工作。（具体详见第三章采购需求书）            

Brief specification description or basic overview of the project: This project mainly involves sanitation cleaning and facility maintenance management in Kangqiao Town, including the cleaning and maintenance of 36.413 km of town-managed roads in Kangqiao Town (of which: 18.654 km by manual cleaning and maintenance, 17.759 km by machine sweeping, machine washing and manual cleaning), cleaning of 16 public toilets in Kangqiao Town, cleaning of 27 domestic waste collection points (box houses), transportation of an estimated 106,356.09 tonnes of waste, cleaning of pocket parks and other green spaces, and river railings, cleaning of 67 waste bins within the town, as well as 12 estimated collections of hazardous waste, 3,086.42 m3 of unclaimed waste for emergency disposal (estimated), and an estimated 15,000 work hours for triple assurance work. (For details, see Chapter 3 of the Procurement Requirements Document)            

合同履约期限：本项目一次采购三年有效，合同一年一签，每年经过采购人考核合格后，合同续签一年，最长不超过三年。本项目采购预算所涵盖的服务期限为2025年11月1日起至2026年10月31日。        

The Contract Period: The project is procured for three years at a time, with the contract signed annually. The contract is renewed for one year each time after the purchaser's assessment, with a maximum duration of three years. The service period covered by the project's procurement budget is from 1 November 2025 to 31 October 2026.

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目（□是■不是）专门面向中小企业采购，评审时小型和微型企业享受10%的价格折扣；（2）残疾人福利性单位，并将其视同小微型企业。        

(b)Qualification requirements to be met to implement government procurement policies: (1) Policies supporting small and medium-sized enterprises: This project (□ yes ■ no) is specifically aimed at procurement from small and medium-sized enterprises, with small and micro enterprises enjoying a 10% price discount during evaluation; (2) Welfare units for people with disabilities are treated as small and micro enterprises.        

(c)本项目的特定资格要求：（3）须系依法设立的法人或非法人组织；
（4）本项目不允许转包。        

(c)Specific qualification requirements for this program: (3) Must be a legally established legal person or unincorporated organisation; (4) Subcontracting is not allowed for this project.
